Is this spam?

Just got this email:

Seems earnest. You should just tell him the cost in USD plus international shipping. Or tell him to look at Powells. Or tell him to wait until the Penguin release this coming year. I think it's awesome that Mr. Kelvin is interested in Indie Lit all the way the fuck wherever he is. Way awesome.

I want to say it's not spam. I feel like it's kind of a jerky thing of you to assume? Mr. Kelvin's English just may not be perfect. I don't know. It reads like maybe it was translated by Babelfish or something.
